The refresh rate of a monitor refers to the number of frames it can draw and display in a single second. Measured in Hertz (with a single Hz unit being equal to one cycle per second), a monitor with a 165Hz refresh rate (such as the ViewSonic XG03) is capable of displaying 165 frames per second. Because video’s illusion of motion is achieved through slight variations from one frame to the next, a greater amount of frames serves to make the transition from each frame more gradual. This results in smoother video and gameplay.
It is important to note that a monitor’s video source is just as integral to achieving its maximum refresh rate as the monitor. If a video input source is incapable of processing the video at the monitor’s refresh rate, the monitor will display frames multiple times to compensate for the frame-rate differential. If a monitor’s refresh rate is less than that of the video source its being fed, the monitor will display as many frames as it can, but several will go undisplayed, possibly resulting in screen tearing.
A display device’s response time refers to how long the monitor, television, etc. takes to change from either active black-to-inactive white or from grey to grey. Measured in milliseconds, a monitor with a 1ms black-to-white response time (such as the ViewSonic XG01) is capable of switching its pixels from black-to-white in 1 millisecond, an advantageous speed ideal for gaming. Display devices with slow response times often suffer from ghosting, a visual disruption that occurs when an outdated image lingers longer than it should.
As explained in the refresh rate section of this page, interruptive visual discrepancies can occur when a video source and a display operate at different refresh rates. To combat this issue, GPU titans AMD and NVIDIA developed unique proprietary adaptive sync technologies that have since been adopted by the majority of monitor manufacturers.
